The California Legislature passed AB 3018 in 2018, which impacts employment practices of journeymen and apprentices on certain public works of improvement. AB 3018 requires enforcement by the Department of Industrial Relations of the Skilled and Trained Workforce Requirements starting on January 1, 2019.
By amending Public Contract Code Section 2600 et. seq., violations of the Skilled and Trained Workforce Requirements subject contractors and subcontractors to mandatory payment withholdings, potentially substantial monetary penalties, and even debarment from public works. This seminar will describe for contractors and subcontractors the new requirements and recommend best practices to comply.
